Job Description:
GENERAL DESCRIPTION: Under the supervision of the Tribal
Administrator, the Fiscal Manager-Controller is responsible for
direction and maintenance of all fiscal functions of the Pauma Band
of Mission Indians in accordance with generally accepted accounting
principles issued by the Financial Accounting Standards Board and
other regulatory/advisory organizations and in accordance with the
financial management techniques typically practiced within a Tribal
Government. The Fiscal Manager-Controller is responsible for
providing strategic leadership for the Tribe by working with the
Tribal Administrator and Tribal Council to establish long-range
goals, strategies, plans, and policies. The Fiscal
Manager-Controller will have the long-term opportunity to
transition into the role of Chief Financial Officer (CFO).
ESSENTIAL DUTIES, RESPONSIBILITIES, AND FUNCTIONS: Plan, develop,
organize, implement, direct, and maintain the Tribe's fiscal
function. Act as primary controller/accountant for Tribe, including
performance of Tribal enterprise accounting. Participate in the
development of the Tribe's plans and programs as a strategic
partner. Evaluate and advise on the impact of long-range planning
and introduction of new programs/strategies and regulatory actions.
Provide timely and accurate completion of cash flow projections,
financial reports, and financial trends in order to assist the
Tribal Council and other Senior Executives in performing their
responsibilities. Produce annual budgets by department and for the
Tribe overall. Develop, implement, and enforce policies and
procedures of the Tribe by way of systems that will improve the
overall operation and effectiveness of the organization. Conduct
financial planning to include analyzing financial strengths and
weaknesses and proposing corrective actions. Provide strategic
financial input and leadership on decisions affecting the Tribe.
Optimize the oversight of bank, investment, and deposit
relationships, prepare asset allocation, and initiate appropriate
strategies to enhance cash position. Act as an advisor from the
financial perspective on any contracts into which the Tribe may
enter. Oversee duties of the Accounting Department. Support
implementation of grant award and contract policies and procedures
to include reports, draws, audits, and indirect cost rate
proposals. Work with all Tribal Committees as requested. Perform
other duties as assigned. Bilingual: English-Spanish highly
desirable. QUALIFICATIONS: Must possess, at minimum, the following
knowledge, skills, and abilities: Advanced accounting, finance,
fund accounting, and grants knowledge. Knowledge of multiple
accounting systems, including Sage Intacct. Advanced analytical and
presentation skills. Strong strategic planning skills. Excellent
written and oral communication skills. Excellent computer skills
inclusive of expertise in Microsoft Office Suite. Exceptional
organizational and time management skills. Ability to work
effectively and efficiently under pressure. Ability to simplify and
communicate complex and technical information. Ability to work
collaboratively and/or independently to achieve stated goals.
Education: Bachelor's degree in Accounting and/ or minimum of five
(5) years' experience as Fiscal Manager, Controller, or equivalent
position with both non-profit and for-profit organizations.
Experience with both non-profit and for-profit organizations.
Preferred experience within a Tribal organization and/ or Tribal
Enterprise and/or a Tribal enterprise. Other Requirements:
Possession of a California Driver's License. Acknowledge and
maintain a drug-free workplace as a condition of employment.
Ability to pass a Tribal background check as a condition of
employment. Drug Testing: All new employees must pass a
pre-employment drug screen, as well as participate in random drug
